The DryBMS Cargo and Ballast Standard: What Excellence Actually Requires

DryBMS cargo and ballast — Subject Area 20 in the DBCE framework — covers exactly what the name suggests: the planning and operational processes around cargo and ballast handling, assessed against the same four-level structure, Basic through Excellence, that runs across all thirty subject areas. It’s also one of DBCE’s own seventeen designated priority areas, flagged for its potential impact on injury and environmental harm if it’s done badly — the same designation Bridge Procedures and Standards carries, covered separately.

That’s not a subjective call on my part — it’s DBCE’s own framework saying this is one of the areas worth getting right before the others.

It’s the same subject matter the TMSA Cargo Audit covers for tankers — cargo and ballast operations — just assessed through a different framework’s lens.

What Basic Actually Covers

Basic is the floor, and it’s a fuller floor than the label suggests. It expects documented procedures covering designated-person responsibility, hold preparation, confirming systems are operational before and during the operation, planning with stress and stability calculations at every stage, monitoring during the operation, cargo care at sea, record keeping, and ballast water management including heavy weather ballast. Alongside that, safety precautions — a master-terminal meeting before operations start, PPE requirements, restrictions on hold entry — and a maintenance programme covering hold structure, hull internals, fittings, hatch covers, and cargo equipment.

None of that is exotic. It’s largely what BLU Code and IMSBC Code compliance already requires. Basic isn’t asking a company to do something new — it’s asking whether that baseline is actually documented, followed, and verifiable, not just assumed.

Intermediate and Advanced: Where the Declaration Gets Harder to Sustain

Intermediate raises the specificity. Procedures need to go beyond the general case into cargo-specific guidance — coal, grain, dangerous cargo, iron ore, fertilisers, nickel ore each carry different stowage, ventilation, and monitoring requirements, and Intermediate expects the fleet’s procedures to actually reflect whichever of those it carries. It also expects shore verification of cargo plans before each operation, not after, including a review of the stress and stability calculations for every stage — and periodic distant assessment of cargo-related documentation, including hold cleaning records.

Advanced adds standardisation and people. Forms for planning and record-keeping stop being ad hoc and become consistent across the fleet. Every deck officer gets familiarised with the ship-specific cargo equipment before taking on cargo duties, not just told where the manual is. Operational-level officers get trained on the loading software itself, stress and stability calculations included, as part of understudying the rank above them.

What Excellence Actually Requires for DryBMS Cargo and Ballast

Excellence is where the self-assessment stops being about internal paperwork and starts requiring external evidence to hold up. Third-party reports and terminal feedback need to be recorded and reviewed systematically, not just read and filed.

Suitably qualified company representatives need to run comprehensive audits verifying operational practice, crew proficiency, record-keeping, and training gaps — using a standard form, not an informal visit. And action plans from those assessments need to be followed through to close-out, not left open.

Here’s the part worth sitting with before declaring any level of DryBMS cargo and ballast performance — the same logic that makes over-declaring TMSA stages a bad trade: DBCE’s scoring methodology doesn’t treat these four levels as independent. Unless Basic scores 100%, everything above it — Intermediate, Advanced, Excellence — gets capped at just 5% of whatever score it would otherwise earn.

A company that’s genuinely strong at Advanced-level cargo assurance but has a gap in Basic-level record keeping doesn’t get partial credit for the parts that are working. The framework is built so that overclaiming higher levels while the foundation is shaky costs far more than it gains.

The Practical Point

DryBMS cargo and ballast operations are among the most observable a vessel runs — a terminal representative, a stevedore, a surveyor is watching most of what happens. That makes Subject Area 20 one of the faster places for a gap between a declared level and an evidenced one to become visible, whether that’s through a terminal complaint, a stripping shortfall, or a hold inspection that doesn’t match the maintenance log.

A conservative, fully-evidenced Basic declaration holds up under that kind of scrutiny in a way an aspirational Excellence declaration doesn’t.
